Apparently Shiga is one of the easiest prefectures to live in, according to the book City Data Pack, which ranked the top 100 "easiest cities to live in" based on a number of criteria (sense of safety, convenience, comfort, economic/financial level, housing standards).
Topping the list at #1 was Rittou, a city in Shiga to which I've never been, followed by Oshima (Toyama-ken), Narita (Chiba-ken), Fukui (Fukui-ken), and Tosu (Saga-ken). The highest Tokyo-based area ranked was Tachikawa, in Tokyo. Other cities in Shiga ranking high were Nagahama, Moriyama, Oumihachiman, Hikone (<--meeee!), Kusatsu, and Kouka. GO SHIGA.
Tuti's hometown of Koufu came in at 34 :D
